The term "sovereignty-association" replaced "independence" as the cornerstone of the Parti Québécois (PQ). The expression describes an independent Québec in a continued economic alliance with Canada. As described in the referendum of 1980, the idea of sovereignty-association included a common monetary system between Canada and Québec, free trade and common external tariff agreements, and free passage of persons between the two sovereign nations.
